Bill 65- Ensures Resilient Oʻahu is protected.

What is it?

Bill 65 (2020) codifies the duties and responsibilities of the Office of Climate Change, Sustainability and Resiliency (Resilience Office) in the Revised Ordinances of Honolulu (ROH) in support of the Office’s high-level mandate in Section 6-107 of City Charter.  Bill 65 makes into law, specific programmatic responsibilities, streamlines and clarifies City sustainability reporting requirements, fosters interdepartmental collaboration for climate adaptation, and will increase transparency and accountability in reaching City-wide climate change and sustainability goals and commitments.

A couple of important things which got cut out of Bill 65 that we want the council to put back in: 1) ensure the City commits to a 100% renewable fleet by 2035 and the Paris climate agreement and 2) ensure that the Resilience Office fosters inclusive, community-centered engagement practices.

I am testifying in support of the original version of Bill 65 (2020) to ensure the City meets its climate change and sustainability goals and objectives, consistent with Section 6-107 of the Revised Charter of Honolulu, state law, and the Paris climate agreement, and equitably builds resilience within Oahu’s communities. We are in a critical moment to take action now.

Climate change will affect every aspect of our island communities lives.  Whether the focus is on coastal communities due to sea level rise, the need to invest and grow our local food production and access for local markets to lessen our reliance on importing food from thousands of miles away, lessen the energy burden of local communities by supporting more affordable and accessible transitioning to renewable energy or redesigning our visitor industry to actually directly contribute to restoring and rehabilitating our cultural, social and ecological forms of wealth, Bill 65 is a critical policy that will hold us accountable for future generations to be able to live and thrive on these islands as they have for thousands of years.

We urge the committee to pass the original version of Bill 65, without amendments!
